International Electronic Scholarship Review Board

Abstract

As a service to the academic community, the Electronic Scholar is establishing an International Electronic Scholarship Review Board (IESRB). The IESRB is a group of accomplished scholars, practitioners, futurists, journalists, and new media experts whose purpose here is to provide a neutral third party review of works of electronic scholarship. Examples of the type of material that can be submitted for impartial review by the IESRB includes, but is not limited to; electronic courseware and curriculum materials, academic not personal Web sites and on-line magazines, research conducted using electronic tools such as "geographical information systems;" new educational media produced with tools such as digital video editors, streaming video servers, and multimedia authoring languages / systems; and virtual reality productions.

Although the International Electronic Scholarship Review Board was established and is supported by the Electronic Scholar, the Review Board is entirely autonomous with an elected "CEO." In addition, the IESRB sets its own policy and procedures and is responsible for its membership.

Rationale

Scholars have traditionally worked in "publish or perish" environments where the most highly prized scholarship took the form of printed books and refereed journal articles. More and more scholars are turning to electronic tools both to create and disseminate their scholarship. Unfortunately, scholars using new tools whose products are not print based are often at a disadvantage when their work is reviewed by scholars who work primarily in print media. For example, how do you equate an interactive CD-ROM based course with a textbook? The IESRB has the background and qualifications to make this and similar comparisons / evaluations.

Procedures

Scholars who wish to have their electronic scholarship reviewed by the International Electronic Scholarship Review Board must send a completed application form and a 1 page abstract of their work to the CEO, IESRB. The application form is available on the Electronic Scholar Web site or by writing to the CEO, IESRB, c/o Electronic Scholar, 14046 Inlet Drive, Jacksonville, Florida 32225. Applications for review during Fall term 1999 must be received no later than September 30, 1999. In the event that the IESRB has more applications than it can accommodate, the CEO is entirely responsible for selecting or rejecting applicants.

After applications are accepted, it is the responsibility of the applicant to send three copies of the material(s) to be reviewed. At least three IESRB review board members will review the material, then consult, and write one or more reviews for the applicant. The review board members shall remain anonymous throughout the process identifying themselves only at the end of the review process. Typically the three IESRB reviewers will come from a variety of disciplines and have expertise using a wide variety of new media tools.
